As I point out from time to time, look in the context menu when you want to see if something can be done you can't find elsewhere.  I'm not saying you will always find what you are looking for but the context menu is one of the most underused ways to find things in Windows.

If you have nothing selected in the folder you are in, you will find new in the context menu, as you can in previous versions of Windows going back to Windows 7 and I wouldn't be surprised if it goes back as far as XP or maybe further.

It is the same as it has been for a longtime.

If you are in the downloads folder;

 

Press control+shift+n   then type the new name for the folder.

 

That’s it.

How do you create a folder in downloads in windows ten?  I download books for somebody who doesn’t have a computer, and I want to create a folder with her name on it.  Pam.
