I don't believe he is referring to built-in application tool bars. It
sounds as if he is referring to ad-on/browser/junkware tool bars which are
not the same thing and cannot be hidden this way.

Some tool bars can be not shown by going to the view menu and
unchecking them.

Many toolbars can be uninstalled from Programs and Features like any
other software so you should try removing them using that method
first. If that fails or the toolbar does not have an uninstall entry,
you can try Junkware Removal Tool http://thisisudax.org/ as a last
resort. Note that it will close down all processes including your
screen reader. Just restart it using the associated keyboard
shortcut.
