It depends on if it meets the minim requirements. Check MS site and see what the minim requiment is for W10 and I think MS has a tool to tell you if it can run W10 on the PC.

If you are running Windows 7 Starter Edition, you can upgrade to Windows 10 Home Edition.  Yes, Windows 7 Starter Edition is intended to run on lower powered machines, but so is Windows 10 Home Edition since there is no Starter Edition of 10.  Most netbooks running the Starter Edition of 7 should be able to run Windows 10 Home Edition with no problems.

But can you install Windows 10 if you are using Windows Starter?  I'm skeptical that Microsoft would allow you to upgrade Windows in that way.  I also don't know whether a Netbook running Windows Starter will run full Windows well.  I'm not saying it will or won't but I wonder if Windows starter is designed to require less power to allow it to run on machines like low power Netbooks.

If you are having problems installing updates, that might explain why you
are also having problems upgrading to Windows 10.  Certain updates must be
installed before you can proceed with the upgrade.  However, you can now
directly install Windows 10 using your Windows 7 product key so you may be
better off simply performing a clean installation of 10.

Hi.  On a netbook Toshiba NB520 running Windows 7 Starter and is
freshly installed from its recovery usb Windows Update stands still and
never fetches hotfixes no error message 0% progress, tried to install
Windows 10 on this pc using media creation tool and when it came to the
getting updates screen same behaviour.  I know under the windows
subfolder there is some cash folder maybe needs to be cleaned or what?
How to force Windows update to work?  It seems to be blocked.
