I'm not quite clear on your question as Comcast or xfinity as some of its services are called has various apps for different purposes.
for instance there's one app for managing one's account. Another if you've their phone and email services called connect through which you'd access and manage those. Still another lets you control your dvr or download content you've recorded to your phone or device for watching on the go. All of these are predicated upon your being a customer and having an account with them. thus yes you need to sign in with a user name and password associated with your account to utilize them.
All of the apps are very accessible with VoiceOver on the iOS side of things. I can't speak to Android as I haven't any devices. Of course if accessing through a PC no apps are needed as one would just use their regular website.

I recently talked to my friend John who lived in Comcast territory told
me that the Comcast app is very east to use and is very spech friendly.
Now, I unfortunately don't live in Comcast territory, I'm unfortunately
a charter customer, but what I need to know if you can only use that
app if you have to put your name and password in there or what? Any
info that anyone can tell me would me most appreciated.
