There is no such command.  Open any folder in Windows Live Mail, issue the command control a, then use the command shift delete to delete all messages in a folder.  Answer yes when you are asked if you are sure. 
You will be deleting messages in one folder at a time but it won't take long.
 
I am assuming you are using pop3.  If you are using IMAP, I don't know if what I wrote applies.
