You can press control-shift-n or alt-2 when in the items view to create a folder.

I am not sure what OS you are using but with Win 10 Creator, if in the tree view, with the folder where you want to create the sub-folder highlighted, press the application key. Near the bottom there will be the option entitled “new”and if you arrow right you will see the option for folder. Press enter and name your folder.
This does not work if in the items view.

Make sure nothing is selected before looking either in the context menu or the file menu.  Press home, then use the command control space and nothing will be selected.  Then you should see the new option in both menus.

How do i go about creating folders, such as on the root drive of the C drive, or even in a window in my favorites, using the explorer window?
 
alt does not give me a new folder option, and the application key doesn't either.
