Try this.

Open the windows 10 settings app by pressing windows key plus i.

right arrow to applications and press enter.

Tab to the list of settings, arrow down to default apps and press the spacebar.

Tab once.  You should be on the default email button with the current default email app displayed.

Press space bar or enter to click the button.

Tab through the list.  If live mail is there, click it.

close the settings app and try running wlm again.

What version of windows live mail do you have?

The 2012 version works on 1803, but I don't know after that and I don't have a machine on which to test it.  I went the Thunderbird because of some odd behavior with nvda that I didn't like and couldn't eliminate.

The latest version is Windows Live Mail 2012, I believe.
