Blind people have to double tap while sighted people slide.  If you need sighted help with your device as I did, you need to have him/or her turn off VO so they can slide.  Double tapping for a sighted person is harder and when VO is on, a sighted person can't scroll.

I downloaded IOS9.1 this morning and didn't have
to change any settings.  My biggest complaint is
that you don't even hear iPhone shutting or
re-booting.  You get a warning that the update
will install in 5 seconds but then there is
nothing until the iPhone re-boots again.  I
wish, at least during installation, it would
give percentages and then do its thing.
