In answer to your question, to make a phone call, you don't need data or WiFi.  Making a phone call is totally different than the internet.  If you are in a remote location, you may have trouble making phone calls.  It's a separate issue.

Loy, Siri needs an internet connection in order to work, maybe when you’re not on Wi-fi you’re not connected to the internet.
