Actually, they run the Chromium OS.  The newer ones can run an Android emulator on top of Chromium.

I know nothing about Chromebooks other than they can be bought for a
low price.  Are they Windows machines and will NVDA or JAWS work on
them?  I would only need it for email and web surfing.
