Exe is assumed and doesn't have to be typed whhen you type an exe command.  That is true unless there are more than one identical filenames, one with an exe extension and one without one in the same folder.  But I don't ever recall coming across such an instance.  Just sndvol will do.

Press windows key r and type
sndVol.exe
and press enter.

Tab to the setting you want to change and up and down arrow to set levels.
