As others have already noted, the actual answer to this would depend entirely on the behavior of the attendees. In theory you could keep everyone unmuted and be fine; in practice this virtually never works, simply because there is so much opportunity for interruption due to ambient noise that can occur at random at any single or multiple participants' end.
That's why it's become pretty much standard practice for meeting organizers to set things up such that any attendee joins muted by default, and can unmute/mute themselves as necessary. It's not like there's much of a trick to toggling the mute in any one of the online meeting platforms. And, of course, if there are several participants involved in a true "back and forth" those participants would remain unmuted until that exchange is complete.
