In windows 10 in the search type Google Chrome,Google Chrome app should

appear, right click on it an choose file location , hit enter then find Google Chrome in the list that appears and then right click on it and you will find a sent to options.

I don't know if you can in Windows 10. You can make a shortcut to an entire drive by using send to to make a shortcut to the drive when you are on the drive letter in Windows 7. I want to open the drive on the root often enough that I have a short cut on the desktop to which I've assigned a short cut command. You can do the same to a file. I have one or two shortcuts to the exe files of portable programs I want to open conveniently and I've assigned short cut commands to one or two of those exe files.
