I don't know if there is something different about that shortcut as it is presented in the Windows start menu search results. My recollection is that send to is present in those results in Windows 7. I don't use Windows 10.

I don't know if you can in Windows 10. You can make a shortcut to an entire drive by using send to to make a shortcut to the drive when you are on the drive letter in Windows 7. I want to open the drive on the root often enough that I have a short cut on the desktop to which I've assigned a short cut command. You can do the same to a file. I have one or two shortcuts to the exe files of portable programs I want to open conveniently and I've assigned short cut commands to one or two of those exe files.
