One program that will extract a 7z file is 7zip. Install the 64 bit version if you are using 64 bit Windows.
When you are on the file, open the context menu.
There will be a 7zip entry. Press enter.
Look for options such as you work with with MP3 files such as extract here or extract to and then a path or a folder is given, I don't recall exactly.
Press enter on the extract option that gives you a folder.
The file will be uncompressed and the file or files will be in the folder.
As to where to download 7zip, I'll let others discuss that. So many free programs now have unwanted software bundled with them and it is often not accessible where you refuse such software as a blind user, that I'll let others comment on where to download the program.
