I've rebooted the modem and router several times over the last 2 days and it hasn't helped.
Ordinarily I would take you up on the remote session, but we're leaving this house in the morning and going back home and we won't be back to this house for 3 weeks. A close friend is is a tech and he's going to stop by the house and take a look at what's going on.

Hi Mike. I think your windows 7 pc is not able to recieve network
packets in a stable manner. This may be caused either by your ethernet
card or your router. If you are on a router, I would suggest you reset
your router, restart your machine and see if it helps. another scenario
would be that your ethernet card needs either a drriver reinstall or an
update. Use your windows 10 pc to go to your window 7 ethernet card's
website to check for the latest driver and update appropriately. Install
the updated driver, reset your router and restart your pc to see if it solves
your problem, if not, you can get back to me and i will arrange a remote session
with you if you like and help you troubleshoot your pc. Cheers!
