have you gone to windows update to see if it is their, if so you need to hide it by checking the box and rite clicking on it and choose hide update, and then reboot

i would say dell or the toshiba Satellite once are the best to get right now.
how ever the problem with dell is that it comes with some kind of a e

You could also try downloading the repair tool onto another pc and
transfer it with a USB drive
