Yes, you can indeed use Windows Live Mail without Outlook being installed on your computer, but you do not have to uninstall Outlook to set Windows Live Mail as your default email client.

I'm not sure what Windows Live Mail is doing. Microsoft, the company, doesn't send spam. I don't know what you are receiving nor whether using a different program will solve the problem.
