I don't know if you are ready, but I have been using Windows 11 since
the summer and have not had this problem. When I did have the problem,
I deleted the current shortcut and using the steps outlined

The behavior has been unpredictable. Did you try creating a shortcut,
such Alt, control with the letter of your choice. If you are running
NVDA don't use the letter N. This my fix youur

I suspect the update corrupted something in the registry. It might be far easier to use the pin to task bar method than try to correct the problem.

2. Hit the letter N or the letters N and O quickly until you hear "NotePad".
