From where are you creating the Notepad shortcut from? Try this:
1. Open the Run dialogue by pressing, Windows key + R.
2. Type the following, read character by character so you type it correctly,

I’m not sure why the shortcut doesn’t work but there is another very convenient way to open Notepad. I don’t have Windows 10 so I’m not sure my instructions from Windows 7 would match

Since I don’t use Narrator, I’ll let others answer that question, mostly. Unless things have changed a good deal over the last two or three years, Narrator worked well with many Microsoft
