You are making unsupported assumptions. You
are assuming the screen-reader is the issue. it may only be a minor one
and even if JAWS were being used, the person might have almost as much
trouble. The main problems the person is having may be such things as
knowing how to find and open programs in Windows 10. She may be having
problems understanding the start menu and perhaps she is having problems working
with the desktop. We would need more information about the problems the
person is having but assuming the screen-reader is the main problem is
unsupported without more information.
I don't use Windows 10 and I can't help with such
tasks. But I've used many versions of Windows and many different
screen-readers and if you know how to work with your version of Windows and with
the programs you use, you can do a lot without much knowledge of the
screen-reader in a lot of cases.

It doesn't make sense to continue to use JAWS unless she is willing to pay for a JAWS upgrade if she qualifies. Either Window-eyes or NVDA make more sense to use if the person doesn't want to spend the money. Window-eyes is free if she has a recent version of Microsoft office or perhaps just Microsoft Word, I don't recall the details. NVDA is free under all conditions.

Well, don't think so but never know. The thing about it if it don't work they will lose their customer base! I more as now more worry about price and customer service and support more than anything else.

Try the demo of Jaws 17 and see what happens! Also see if it happens with other screen readers like NVDA or WE. It could be your version of Jaws. If it comes to that then try a repair or un install of jaws and re install of jaws. If then this don’t work then it is an issue with that jaws and something on the computer. Has this just started or has it been an ongoing thing?

My impression is that training quality varies widely from state to state and from agency to agency. High quality material, prepared well and distributed by a small business is worth the price. People may not be able to afford or they may not want to pay it. But it is a resource worth knowing about.
I have no objection to free resources but I wouldn't assume that state agencies will provide the quality of training you can get from Access Technology Institute. I expect that Hadley has good material as well and it's free. If it were me and I wanted free material, Hadley would be one of the first places I would investigate. If the person already knows Windows and knows something about Window-eyes, then podcasts done by blind people demonstrating Windows 10 may be all or mostly all that is needed. I'll leave it to others to discuss such podcasts and where they can be found.

This could be caused by enabled audio
enhancements on the sound card. It might also be a driver issue. You
can look around through the playback device properties to see if you can find a
checkbox to disable audio enhancements. I can only give you approximate
instructions since the location of this checkbox can vary depending on the sound

dialog opens, focus will be in the list of playback

should look around through the various tabs and see if you can find a checkbox

Most often if this checkbox exists, it is found
either under a tab labeled
"Enhancements"
or on the
"Advanced"
tab. If you cannot find such a checkbox, then
it may simply not exist. Not all sound cards support audio
enhancements. Unfortunately, some sound cards also have these settings in
a custom Control Panel applet which may or may not be accessible.
The other possibility as I mentioned could be buggy
audio drivers. If all else fails, you should try to find more recent
drivers for your sound card on the manufacturer's website.

It isn't reinventing the wheel. You have to
learn something about the new screen-reader but, until you get to advanced
computer work, much of what you need to learn is Windows. You need to
learn something about the screen-reader but if you know Windows, you can do a
lot without knowing a lot about whatever screen-reader you use. Using a
demo just to avoid learning something about a different screen-reader makes no
sense. Paying hundreds of dollars to upgrade JAWS just to avoid learning
something about a new screen-reader makes no sense.
