One thing I do find odd is that NVDA does not announce "depth" of block quotes when multi-level

But the bloc qquote means of navigation was only specified for Thunderbird, which is fine for those who use it but not a solution to how screen-readers can be made to skip qquoted text in e-mail

It will announce it if you have your punctuation set to some. If it doesn't just arrow down past the line that is ostensively blank.

It doesn't make any difference if you find the hyphhen or not. It is important to look around in such situations and see if there is a way to solve a ;problem in navigating text or a web page, etc.
