yes that is true. in my case if I need something in a pinch I am limited by around $370. actually around $300 or maybe $310 because I have to buy cleaning supplies and stuff also.

windows 7, is it still available?
you can turn off a lot of the privacy settings and if you do not want a microsoft account you can just make a local account like you did in older windows versions.
