I just checked to see if I have a booksmark.bak file in Chrome.  I evidently should, but I don't. 

Perhaps the easiest way to find out is the following:
Open the command prompt.
Look at what I've written character by character in the dos commands below to make sure you don't miss any signs that might not be spoken as your punctuation is set.  You will also see where spaces occur.
type cd \ and press enter.
Then type the following:
dir/s/w bookmarks.bak
and press enter.

Do you know how to review the screen in command prompt if you need to?  If not, tell us what screen-reader you are using.

Once you see if you have a bookmarks.bak file for Chrome, we will discuss the matter of recovery further, if you wish.

If you haven't used command prompt before, when you want to close it, type exit and press enter.

Of course, you can check in other ways, but this may be the easiest.

Please check:
C:\Users\(YourUserName)\Local\Google\User Data\Default
and see what's in that file or folder. If that's gone on windows, you got
burnt.
In future, protect yourself by copying that file or folder to Default.orig
and put that in My Documents out of chrome's claws.
Add a bookmark, update that orig file.
